a statement on the debt ceiling. >> because the debt ceiling is the fight coming up next, as you know, brian, and everything the president would like to do at the start of that second term including new gun laws, immigration reform, energy. all those things will really be locked into place unless he can get some agreement on the debt, the president said he won't negotiate with congress about the debt ceiling, but we could be headed to another standoff, another kind of fiscal cliff similar to what we saw last summer unless that can be resolved. the president wants to get ahead of that, really put the responsibility on republicans in congress and make it clear he just doesn't want to budge. >> keep in mind the president will walk behind you any moment. there is a very thin line between leverage coming off an election and lame duck status, and the president has a robust agenda for this term number 2. >> it is, and the first year of second terms are the ones you have a shot as sitting president to have the most productive parts. but i want to go back and emphasize something david said, and that

this is according to the white house. he's going to be focusing though on the debt ceiling. that will be his opening statement. now, the president has made repeated calls for congress to raise the limit without strings attached. we'll see how it goes. also likely to be mentioned in today's presidential news conference is the administration's push for gun control. today marked one month since the deadly shooting in newtown, connecticut. but vice president joe biden is expected to deliver his recommendations to the president tomorrow is holding one last meeting today with a dozen house democrats. as the gun control discussion takes center stage on capitol hill, the white house is already saying it will put its full force behind those proposals including what could be the toughest fight, the call to revibe the assault weapons ban. >> assault weapon ban is a tough one because it's hard to define what assault weapon is. and if we're just defining it by what it looks like, that doesn't do much for me. >> you think you have enough on capitol hill to keep an assault weapons ban fro

kicks into high gear. congress has just weeks to increase our debt ceiling. fitch, a leading credit ratings agency, says a repeat of the 2011 debt limit crisis would spark a formal review of our country's aaa rating. that could mean a downgrade by them. now you might remember, s&p, a different agency, already downgraded our country in 2011. that was the first time in our history that that happened. the president is taking a hard-line stand, issuing a warning of his own to the gop. >> we have to pay our bills. congress has two choices here. we can act responsibly and pay america's bills. or they can act irresponsibly and put america through another economic crisis. but they will not collect a ransom in exchange for not crashing the american economy. jenna: republicans like congressman jason chaffetz blasting back against the president. >> i think the president was terribly irresponsible today. to say he will not talk about it because he is above it, but blame all of congress, in part congress helped create this problem but we are going to hear to solve this problem. i got elected to

of the neighbors, cooler heads will prevail now between now and the time we deal with the debt ceiling and we may meet the goal which we set out to do, which is to have roughly a $4 trillion cut over 10 years in the long-term deficit and to put us on that path. but i didn't come here to talk about any of those important subjects today, because as important as they allr today we have a more urgent and immediate call and that is how to deal with the epidemic of gun violence in america. you all know the statistics better than anyone so i'm not going to repeat them. on that score, i owe an incredible debt of gratitude to you at the head table and those of you in the room. i know we don't have you nan hit in this ballroom nor do we in any ballroom, but we all acknowledge that we have to do something. we have to act. and i hope we all agree, there is a need to respond to the carnage on our streets and in our schools. i hope we all agree that mass shootings like the one we witnessed in newtown 34 days ago cannot be continued to be tolerated. that tragedy has affected the public in a way i have never see

and not do our job which is unforgivable as a way to make these policies. second, you have the debt ceiling. it is the wrong thing to hold the country hostage. it's also going to be a play we know there's could be a fight over the debt ceiling. in the past the debt ceiling reminded folks we were borrowing too much and we needed to make changes. it could be a useful reminder not if it goes as far as people really start to worry about in the u.s. government and economic damage which is what we saw last time. the third piece of the resolution the fact that government spending is going to expire and these three issues is another kind of fiscal cliff and the question is is it going to force action with the hardest pieces that are still remaining were the fact when it comes to the fiscal clef they still for all intensive purposes it's good we didn't go over the fiscal cliff, it's good we raise revenue, but we basically did what we always do in washington which is we punted all the hard choices and a sort of tried to declare a bipartisan victory. but it wasn't theirs of the question was what's goi

conference of his first term to issue an ultimatum to congressional republicans, raise the debt ceiling. but house republicans have been equally adamant they will not raise the debt ceiling unless the president first agrees to major spending cuts. >> i think the real issue here is, we all know, is spending. >> reporter: the president insists this is not even a subject for negotiation. >> the financial well-being of the american people is not leverage to be used. the full faith and credit of the united states of america is not a bargaining chip. >> reporter: stakes are higher than they were during the new year's eve showdown over the fiscal cliff. if an agreement isn't reached, the federal government faces default on its debt and a partial shutdown. >> social security checks and veterans benefits will be delayed. we might not be able to pay our troops. >> reporter: some have suggested president obama would have better luck with the republicans if he socialized with them. the president said that probably wouldn't make much of a difference, but he wouldn't mind trying. >> most people who k

, are you with us? caller tell why does it cost so much for an inauguration when the debt ceiling is so high? why not take those donations and put it towards the debt? guest: de $100 million or so that will be paid by the federal government, when you see the inauguration on television, you are not seeing a lot of that security. these professionals are prepared for all sorts of things to happen. metro in washington, d.c., will be running at rush-hour levels. all of this infrastructure needs to be constructed. host: a question about the money that people give, when you're asked how they could give money to organizing for action. will they be accepting donations? what will the money be used for? guest: they will take the donations and they said how it will be used to organize grass- roots democratic priorities. gun control is a great example. host: we will talk for a moment as the president's motorcade had for the national sert -- the national cemetery. the motorcade makes its way past the hour camera here. -- passed our camera here. >> you can leave your stuff right here. >> ok, do not worry.

. the way the republicans are threatening to use the debt ceiling delays everything and it puts the perspective in the wrong place. i think it is a serious mistake for them to even think about that. you were talking earlier about the articles this morning saying how dangerous it is to use the debt ceiling to essentially put the full faith and credit of this country in real jeopardy. so i'm very concerned about the consequences of doing that or even threatening to do it immediately and, also, it really shifts the focus, instead of it being on the debt ceiling, it should be elsewhere, including tax reform. host: if tax reform does not happen in 2013 -- guest: it may not happen. host: what is the impact of that? what is the implication? guest: i have said all along it is important for us to look beyond the label "tax reform." for example, we urged early on tax reform bringing the rates down to 25% individual and corporate, they -- without indicating how in the world they would do that. some said, we can use the exemptions and deductions. we have already begun to use them, i hope, i

run out of money to pay its bills by the end of february if that debt ceiling isn't raised. congress is preparing to debate it, but it could be a politically charged battle. >>> all right. a big political comeback getting underway today. you might remember former south carolina governor mark sanford. well, back in 2009 he admitted to having an affair with a woman from argentina, who is now his fiance. he announced he's running for his old congressional seat. >>> all right. and you don't hear a story like this often. it comes to us from the suburbs of stockholm, sweden. that's where a cleaning lady stole an empty commuter train and drove it into an apartment building. >> she was at the controls for about a mile. then the train derailed before hitting the building. the woman was seriously injured. she was the only person hurt. i guess she was the only one on the train. >> not good. what were you thinking? >> i wonder why she did that. >> i don't know. >> we need more information on that one. >> yeah, we do. >>> let's talk about our wednesday weather. heavy rain from the gulf coast into
